We are at a critical moment. At the last Community Development Committee Meeting on July 22, 2025 the Government Center was filled with residents concerned about the joint development agreement (JDA) with Xcel Energy, for their proposed Ten Mile Creek Solar Industrial Complex. The residents not only spoke up but exposed just how bad this deal is.
What was the resounding unified voice of the community? Vote no on the JDA. Signing this JDA is a step that would silence our voice and help push through a massive 5000+ acre solar industrial complex across our local farmland and communities. This joint development agreement is not in the best interests for St. Croix County. During public comment the community ripped it to shreds. Residents gave facts and arguments as to why the JDA only benefits Xcel. This document silences the county voice, and jeopardizes our farmland, natural resources, and rural communities.
Assembly Representative to District 28 Rob Kreibich, surprised everyone when he walked up to the podium during public comment. He urged the committee to stand with the people and against the special interests. He also stated that solar is obsolete before it’s even built and nuclear is the way of the future. The only reason Xcel is trying to build this in WI is because MN banned nuclear. “We only have 100 sunny days a year in Wisconsin so this will produce little or no energy.”
In the end the committee voted 4 to 1 against the joint development agreement with Xcel. They unanimously voted to intervene at the Public Service Commission (PSC) as well. On August 5th the committee will recommend their decision to the full board of supervisors. Now the entire board of supervisors will vote on the joint development agreement.

- Write or call the County Supervisors and make sure your voice is heard
- Show up August 5th at 5pm, 1101 Carmichael Rd, Hudson, WI and make a public comment.
- Show up before the meeting on August 5th at 3pm and join our peaceful protest.
